All individuals arrested for a crime in Carroll County are transported to the Carroll County Detention Center.

This includes all charges, from assault to burglary to murder, until the individual is adjudicated or sentenced. Those with sentences of 18 months or less remain at the Carroll County Detention Center to serve the time. Those with longer sentences serve at a state facility through the Maryland Department of Corrections.

The Carroll County Detention Center is licensed by the State of Maryland as a correctional residential facility. The center is audited every three years for compliance with regulations mandated by the Maryland Commission on Correctional Standards and undergoes inspections from the Carroll County Health Department and the Occupational Safety and Hazard Administration.

Transportation

The Transportation Unit is responsible for the transportation of all inmates to and from out-of-county court dates in Maryland, medical appointments and treatment facilities. The deputies also transport those who violate the requirements of their treatment center stays and return them to the Detention Center. In partnership with the Maryland State Department of Juvenile Services, Transportation Unit deputies also transport juveniles to court and appointments.

Work Release

Inmates with good behavior who successfully serve as “trustees” may be eligible for Work Release in the later stages of their sentences. Some inmates may be Court ordered to participate in Work Release while serving their sentence. Inmates may resume jobs they previously held prior to incarceration or be hired in a new position by employers that work in partnership with the Sheriff’s Office. All inmates on Work Release status are electronically monitored by GPS devices, are subject to thorough strip searches, and complete urinalysis screenings upon reentry to the Detention Center. Work Release inmates may provide their own transportation (with proof of insurance) or receive transportation from the employer or family member. Work Release inmates pay a weekly fee to the Detention Center for room and board.

Pretrial Services

The Pretrial Services unit monitors defendants who have been charged with a crime and released on bail while awaiting trial. The unit coordinates weekly urinalysis testing, ensures compliance with electronic monitoring, and enforces special Court ordered conditions imposed by the Judge. This unit also supervises all urinalysis tests for the Carroll County Drug Treatment Court and Early Intervention Program.

Medical

A full medical staff provides 24-hour medical and dental care for all inmates at the Detention Center. Each inmate undergoes a complete medical evaluation within 14 days of arrival. A variety of medical services are provided onsite including drawing bloodwork, securing x-rays and administering IV fluids. Those requiring additional emergency care are transported to Carroll Hospital’s Emergency Department.
