Communicating by Tablet
All inmates are assigned a tablet during the booking process so they may easily communicate with loved ones while incarcerated. The tablets enable inmates to conduct video visitations as well as receive messages and photos.

Communicating by Phone
Telephones are provided in each housing units for inmates to use between 5:30 AM and 11:30 PM daily. Telephones operate on an outgoing collect call basis or pre-paid account. For pre-paid accounts, you may buy minutes by using the Paytel Connect App.
Communicating by Mail
Only legal mail will be accepted at the Carroll County Detention Center and must be marked as “Legal Mail.” This will be opened in the presence of the inmate.
Effective immediately, all non-legal inmate mail must be sent to the following address:

Commissary

Visitation
Effective May 7, 2024, all visitations will be virtual only via Paytel. There will be no in person visitations. You may access a Kiosk for visitation in the Detention Center lobby or download the Paytel App.
Court Clothing
One set of Court clothing may be dropped off to the Detention Center at least seven days before a scheduled Court date. Clothing is thoroughly searched and scanned for contraband and will be securely stored until the inmate’s Court date. Persons dropping off Court clothing must produce proper photo identification and sign the required waiver.
