Patrol

The Carroll County Sheriff’s Office deploys a Community Oriented Policing model, focusing on problem-oriented and data-driven policing. This approach is used to prevent crime by forming partnerships with community members and organizations. The Patrol Division uses innovative and artificial technology to analyze crime trends, deter and detect criminal activity, arrest traffic and criminal violators, provide for the safe and efficient flow of vehicular and pedestrian traffic, and ensure the safety throughout Carroll County.

The Carroll County Sheriff’s Office Canine Unit provides canines trained to assist law enforcement in a variety of areas. The dogs undergo certification training in narcotics detection, explosion/firearm detection, or bloodhound/trailing/tracking. The canines are assigned to various areas of the Sheriff’s Office including the Operations Division, the Special Operations Division and the Investigative Service Division.

SRO

The Safe Schools Unit – School Resource Officer Program provides a safe environment for students and employees of the Carroll County Public Schools, offering increased visibility and proactive intervention strategies in collaboration with students, staff, parents, and the community. In partnership with the Carroll County Board of Education, sworn law enforcement deputies provide professional law enforcement and security services to county public schools on a full-time basis.

Criminal Investigations

Detectives assigned to Major Crimes investigate all types of crimes ranging from homicide to theft. Detectives are responsible for conducting interviews and interrogations of witnesses, victims and suspects, and preparing search warrants for persons, property and vehicles. In addition, detectives often conduct surveillance and serve the search warrants they have prepared. They also may be assigned to cases including missing persons.
Court Security Law Enforcement

Court Security Unit

The Court Security Unit maintains security and order for the 11 courtrooms in Carroll County. The deputies transport inmates and prisoners from correctional facilities to the holding areas in each courthouse. Unit deputies then provide secure escort for the inmates and prisoners to and from the courtroom. The unit is also responsible for the safety of all judges in the courtroom as well as taking persons into custody who are ordered by the judges to be incarcerated.

Child Support Unit

The Child Support Unit is designed to ensure that children under the age of 18 are financially supported when both parents are not living in the same residence. The Child Support Unit works closely with the Bureau of Support Enforcement, Attorney General and Assistant Attorney General.

The Child Support Unit is responsible for the service of summons and warrants related to delinquent payments, violations of court orders and arrest warrants for non-compliance with child support conditions set forth by the Circuit Court.

Sex Offender Registry Unit Law Enforcement

Sex Offender Registry

The Sex Offender Registry Unit holds the responsibility of registering and monitoring all convicted sex offenders who reside, work or attend school in Carroll County.

Anyone convicted of a qualifying sex crime is required to register in person at the unit. Registration includes paperwork, fingerprinting and a DNA swab, and the offender’s personal information is stored in a statewide database system that is accessible worldwide. Registered offenders must check in with unit deputies on a regular schedule determined by the degree of the offense.

Sex Offender Registry deputies also conduct address checks and provide surveillance of community events like high school sporting events, working to ensure the attendance of offenders is only with permission. Offenders with registry violations are apprehended and arrested by unit deputies and appear before a court commissioner.

The Sex Offender Registry Unit creates and manages the entry of personal information of all convicted sex offenders who reside, work or attend school in Carroll County into a statewide database system.
